Paloma Adams-Allen

Biography

Paloma Adams-Allen served in the Biden Administration as USAID's Chief Operating Officer and first Deputy Administrator for Management and Resources. As second in command, she served on the President’s Management Council and was responsible for overall agency management and day-to-day operations in over a 100 countries.

Prior to that, Paloma was the President and CEO of the Inter-American Foundation, led Winrock International’s private sector partnerships practice, and held leadership and programming roles at the Organization of American States. She also served at USAID as Deputy Assistant Administrator for Latin America during the Obama Administration.

Paloma, who spent her childhood between rural Jamaica and New England, holds a JD from Georgetown Law School, MA in International Affairs from Johns Hopkins/SAIS, and
BA in Development Studies from Brown University. An avid hiker and gardener, she lives in Washington with her husband, two awesome daughters, and a puppy.
