She spearheaded the Oxygen Alliance’s evolution from a collaborative initiative to a registered NGO, enhancing its credibility and reach. Focused on low- and middle-income countries, Phoebe has overseen the donation of oxygen analyzers and launched a biomedical engineer mentorship program, bridging critical healthcare gaps. She secured an $80,000 grant and a $60,000 in-kind donation of 500 oxygen analyzers, strengthening resource mobilization and access to life-saving equipment. Managing a $1.4 million grant, Phoebe introduced the Situational Analysis Tool, bi-monthly webinars, and a professional development mobile app. Under her leadership, the Alliance expanded into multiple African nations, forging partnerships with Ministries of Health, NGOs, and academia to champion affordable, high-quality services for underserved communities.
