ABOUT THIS ROLE
The Senior Manager of Monitoring and Evaluation leads the global monitoring and evaluation (M&E) processes that drive Water For People’s adaptive management cycle and result in organizational accountability for achievement of our mission and strategic targets. This includes Water For People’s global Monitoring, Evaluation and Learning (MEL) framework and the Results Framework of the One For All Alliance, of which Water For People was a founding member. The Senior M&E Manager ensures technical support is provided to country programs on M&E activities as the organization continues to decentralize MEL functions and as country teams prioritize the strengthening of national water, sanitation, and hygiene (WASH) monitoring systems.

The Senior M&E Manager is responsible for ensuring that processes and systems are in place so that accurate and up to date data is readily available as needed for internal and external use. This position closely supports the learning and influence functions across the organization with monitoring and evaluation information and strategic thinking. As the organization grows, it is also essential for this position to continually identify opportunities for increased efficiency, sustainability, and scalability of M&E functions.

The Senior Manager of M&E demonstrates trust, transparency, and teamwork in all aspects of Water For People business; leads all aspects of our monitoring and evaluation processes; provides exceptional internal and external leadership; and guides, supports, and communicates in an open and honest manner.

IN THIS ROLE YOU WILL
Water For People Monitoring and Evaluation:
• Lead and support global monitoring and evaluation processes across the organization, inclusive of the three pillars of water, sanitation and hygiene.
• Lead a continuous process of strengthening and simplifying data collection, reporting, analysis, and sharing processes for Water For People’s monitoring data.
• Lead quality assurance/quality control processes for centralized and decentralized M&E functions.
• Be accountable for the accuracy, consistency, and transparency of all data used for accountability and adaptation functions internally and externally.
• Research and develop appropriate databases and systems needed to support efficient M&E functions.
• Lead development of dashboards (mWater and PowerBi) and visuals that support accountability and adaptation functions internally and externally.
• Collaborate with members of the SAA and Influence teams, as well as all global monitoring colleagues, to support all new M&E needs and technical inputs, including organization priorities such as equity and inclusion and climate resilience monitoring.
• Support and review the implementation of system strength assessment tools at local and national levels alongside program team members.
• Lead continuous organization development and improvements to national impact monitoring in areas such as scale and national systems assessments.
• Promote evidence-based decision making at all levels, from designing specific programmatic approaches within a country to influencing long-term strategic planning processes.
• Ensure support to program/funder-specific monitoring frameworks from development to implementation and ensure linkages with existing monitoring frameworks where possible.
• With the Manger of Evaluation and Learning, develop an organizational evaluation agenda that will provide adaptive management support to country programs.
• Support capacity development of all MEL staff globally, including providing training or seeking external consultant support.
• Design monitoring methodologies and instruments as needed to improve accountability or adaptation.
• Develop institutional plans for external evaluations, including but not limited to equity and inclusion, national systems strength, partner area systems strength, and specific programmatic aspects.
• Support Country Program teams to utilize and support government monitoring systems where possible.
• Maintain and continuously improve monitoring and evaluation training materials and documentation.
One For All Monitoring:
• Ensure timely reporting of Water For People data into the Destination 2030 Results Framework and organizational use of data for adaptation and learning.
• Collaborate with the Strategic Accountability Team (SAT) of the alliance to develop, strengthen and implement processes necessary to compile, quality check, analyze, and share results per the Destination 2030 Results Framework.
• Support ongoing processes to improve use of data for evidence-based decision-making and adaptation across the alliance.
• Support/lead development of new tools, training, and processes to implement and strengthen the results framework.
Team Leadership:
• Manage two or more regional/country M&E team members with responsibilities that include but are not limited to:
• Manage administrative functions (e.g. time sheets, expense approvals).
• Ensure professional development of direct reports.
• Develop creative ways to support the team and global MEL colleagues with asynchronous and virtual collaboration.
• Build a cohesive team that meets regularly (primarily virtually) and fosters global consistency and quality of monitoring functions.
• Build team capacity to offer technical assistance to all country program MEL team members.
Regional and Country Support
• Ensure collaboration with Africa, Latin American and Asia regional teams to facilitate operational planning processes that are based on data and result in programmatic adaptation based on evidence and learning.
• Collaborate with Regional Leadership Teams to implement the global MEL framework and Destination 2030 results framework in the Latin America, Africa, and Asia regions.
• Ensure collaboration with regional teams to coordinate organizational impact reporting.
• Lead rollout and training of ArcGIS, mWater, or similar tool, via internal expertise or external consultants, to expand monitoring programs to include mapping and spatial analysis.
• Ensure technical support is provided to country programs on program design and MEL frameworks during the pursuit and implementation of in-country funding opportunities, as requested.
• Ensure establishment of a community of practice of MEL professionals across countries and regions.
Support to Donor Impact Team and External Influence Priorities
• Support the development of funding proposals for specific research opportunities to enable innovations in monitoring, research, GIS, or evaluation of programmatic work.
• Support Donor Impact team with varying M&E reporting requirements associated with different types of funding partners including foundations, individuals, corporate partners, and institutional donors.
• Provide support to Donor Impact team in developing tools or sharing data needed to explain Water For People’s local and national impact.
• Support country programs and grant managers in harmonizing specific grant requirements with Water For People’s monitoring framework.
• Support visualizations of monitoring data as useful to the Donor Impact team.
• Share monitoring best practices and innovations related to Water For People or One for All priorities with other sector actors.
